Finnish language fails to apply and freezes the application

### What Happened?

If Finnish language is chosen in Initial Setup, it does not get applied. English ends up being used instead.

When completing the setup, the window freezes. However, the user account does end up being succesfully created. You can log in after rebooting the system.

After logging into the OS for the first time, nothing is translated. The user needs to go to System Settings and manually install Finnish language support. Making it show up on the list can take a few tries. Trying to set it as system or user language can make System Settings crash.

### Steps to Reproduce

Choose Finnish as the language and proceed through the initial setup as usual. Reboot to get past the freeze and log in. Go to System Settings and install Finnish language support.

### Expected Behavior

Selecting Finnish should make all of the (translated) text thereafter show up in Finnish. Initial Setup should complete without freezing and needing a reboot. There should be no need to manually install language support after logging in.
