Unsaved document tabs not restoring when global history setting is off

## Describe the bug
If global history setting is off new unsaved documents tab not restored.

### To Reproduce
Steps to reproduce the behavior:
1. Disable global history from Privacy → History
2. Open Code editor
3. Create new document and close without saving
4. Reopen Code editor

### Expected behavior
I can understand respecting global "Privacy → History" setting here but for unsaved documents better to restore tabs.

Start with the Code editor's Privacy → History setting and the logic that restores document tabs after reopening. Reproduce the described sequence with global history disabled, then trace how unsaved documents are handled. Done means an unsaved tab is restored without changing the global history behavior.
