Openning a file with a different tab width does not really change the tab width

The headerbar indicator follows the right tab width, but the tab width from the previous file is actually still being used.

Reproduce the issue by opening files with different tab widths, then compare the headerbar indicator with the tab width actually used in the editor. Done means opening a file applies that file's tab width consistently rather than retaining the previous file's setting.
