Automatically quarantine infected files

Some users would prefer that if a file is marked as infected, the content scanner would store these files into quarantine.

**Describe the solution you'd like**

The content scanner can authenticate with Synapse (or other media providers) to quarantine media automatically when a scan fails for a mxc.
