Option to show seconds in timestamps

I don't know which order messages have happened when there are federation issues and timestamps only show hours and minutes.

I would like to have an option to have seconds visible and also to see timestamps all the time https://github.com/vector-im/element-ios/issues/524. This is what IRC clients usually do.

**Describe alternatives you've considered**

Another option would be Element iOS rearranging messages in the order where they happen instead of when they are received across federation.

**Additional context**

I think I was party in an argument today that had to do with messages being ordered wrong and thus important context being missed and no knowledge on when messages were sent.

PS. sorry for initially opening this issue only with a template, I only have a phone currently and I expected typing to swich to next field from pressing enter on subject, but Firefox iOS unexpectedly opened the issue in advance.
