From riot-ios created by [manuroe](https://github.com/manuroe): vector-im/riot-ios#2560
We should create permalinks with the `via` parameters to improve behaviour in federation.
Riot-web handles it in https://github.com/matrix-org/matrix-react-sdk/blob/develop/src/matrix-to.js.
The spec is [MSC1704](https://github.com/matrix-org/matrix-doc/blob/master/proposals/1704-matrix.to-permalinks.md).
