[CI] Prune old versions of libraries/frameworks

We still test and "support" some very old versions of some libraries and frameworks. This recently caused some failures in the case of celery v3. We should go through and remove old versions (and add any new versions as we go) so we're testing the most relevant versions of supported libraries.
