Add edX specific IDAs to devstack

Previously, Devstack was the primary development environment used by both edX and the community. However, after the community deprecated Devstack and migrated to Tutor, Devstack became an edX-only tool. Therefore, we can now add all those IDAs to Devstack, which were previously not included, as they were only used by edX.

Additionally, AXIM and the community have deprecated Devstack-related code and configurations from the Open edX repositories. Therefore, this migration should be completed by the estimated removal date set by AXIM, which is 2024-11-20.
