label charged with things - poor sizing and positioning

I think a label charged with things should have the "thing" entirely within the bit that descends from the label. At the moment they are too large and too high (and the label of 3 isn't centered). Need to tidy these up a bit please!

No file, test, or entry point is named in the issue. Find the code that renders charged labels and inspect a generated shield containing a label of 3; done means the charged thing fits within the label’s descending section and the label is correctly sized, positioned, and centered.
