!Todo Allow multiple crowns on two-headed creatures

!Todo this is perfectly reasonable (implementation note: need to update code to look for crowned-1 & crowned-2 ids as well). But no, you still can’t have a hydra crowned(!)
hi, I want to draw the crest of one of the Romanovs (Grand duke Michael) and I have a problem where drawshield is unable to crown the two headed eagle. If you run this blazon the eagle is crownless. Please help.

Start by reproducing the reported blazon for the two-headed eagle and trace how crown elements are selected. Check the implementation note about crowned-1 and crowned-2 IDs; the work is done when the eagle renders its crown correctly without preventing other creatures from being crowned.
