When Windows adds support for SLH-DSA to BCrypt (https://techcommunity.microsoft.com/blog/microsoft-security-blog/post-quantum-cryptography-comes-to-windows-insiders-and-linux/4413803) we need to switch to using it, rather than failing on Windows.
