SVE: Test coverage around constants in Vector<T>

Description
Lately, fuzzlyn has caught lot of issue around creating Vector with constants or performing operations on vectors whose constants are propagated and optimized. While fuzzers can be great way to catch the issues, there should be some coverage around this area in the hardware intrinsic unit tests.
