Start with the SQLite reverse-engineering path and inspect how partial indexes are currently represented. Trace the metadata used for the HasFilter call; the work is done when the filter from a CREATE INDEX statement's WHERE clause is extracted and supplied to HasFilter.

Description
The built-in metadata APIs only tell you that it is a partial index, not what the filter is. We may have to parse the CREATE INDEX statement, but we should be able to extract the WHERE clause and put it in the HasFilter call.
