SQLite: Translate more DateOnly and TimeOnly members

Work through the listed DateOnly and TimeOnly members, with particular attention to precision and day-wrapping; the issue is complete when the intended SQLite translations are defined and implemented for those cases.

Description
In addition to adding the corresponding TimeOnly translations listed in issue #18844, here are some additional members we could translate:

❗ Important: These translations are currently over-simplified. We need to think more about precision and day-wrapping.
