Research direction
Reproduce the issue with a ProjectA.csproj whose AssemblyName differs from ProjectA, then run dotnet ef migrations add MigrationName. Start from the Microsoft.EntityFrameworkCore.Migrations.Internal.MigrationsAssembly frame in the stack trace. Done means the command loads the configured assembly name and creates the migration without the FileNotFoundException.

Description
File a bug
Assuming you have a .csproj file with name ProjectA.csproj
Using the standard migration commands on a ProjectA.csproj file works
dotnet ef migrations add MigrationName
When the <AssemblyName> within the ProjectA.csproj is set to any different than ProjectA then the same command quits with the following stacktracke.
