I always have to use fluent API to configure delete behavior of navigational properties

There should be a property of ForeignKeyAttribute class called OnDelete to configure delete behaviors so code can be written like this

    public class Order
{
    public int Id { get; set; }

    [ForeignKey("Customer", OnDelete = DeleteBehavior.NoAction)]
    public int CustomerId { get; set; }

    public Customer Customer { get; set; }
}

instead of using fluent API which requires writing a lot of code
