area-migrations customer-reported needs-design

I normally create migrations, see what ef did, apply some configuration modifications and then remove migration and add migration with same name which causes 2 builds and 2 manual commands.

I would love to have:
dotnet ef migrations reapply --context {context} that will basically build, remove the current migration and recreate a new migration with the same name as the previous one.
