ToDictionary won`t work, if called on navigation property

Start with the InnerToDictionary reproduction in /path/to/file.cs and inspect the query translation stack around RelationalProjectionBindingExpressionVisitor and TranslateSelect. Run the test against EF Core 3.0.0 with the Npgsql provider, then verify that projecting a navigation property's ToDictionary no longer raises the reported InvalidOperationException.
