.NET Core: Behavior on non-Windows machines?

The documentation mentions that "The initial value of this property is derived from the settings in the Region and Language item in Control Panel", but that offers no insight as to what the behavior is on Linux (for example in a cloud environment). Please specify how the defaults are set in those cases.
