Type.GetType(string, bool) don't work in . NET5

In . NET5 (5.0.1) the method Type.GetType(string, bool) do not find the type in a not referenced assembly (Ribbon.dll). This assembly exists in the application path.
In . NET4.5 the type will be found.
I use the method to get a type of a plugin dll.
Here is the VS project to reproduce the issue.

Iniziare con la riproduzione collegata WindowsFormsNet5.zip e con il comportamento dell'API Type.GetType(string, bool) descritto nell'issue. Confrontare .NET 5.0.1 con .NET 4.5 durante la risoluzione di un tipo da Ribbon.dll nel percorso dell'applicazione; il lavoro è completato quando il comportamento è spiegato e l'issue è stata risolta oppure la documentazione dell'API registra accuratamente la limitazione.
