Add missing F# Console related snippets/samples

## Summary

There are several F# samples and snippets which are missing from the API documentation. Specifically cases have been noted recently where F# examples are missing which document the usage of the [Console](https://docs.microsoft.com/en-us/dotnet/api/system.console) class.

## Proposed Solution

I'd like to volunteer to continue with my recent efforts from the following completed Pull Requests to begin filling the gaps in F# documentation. Since the samples repo suggests citing a GH issue in this repo when making changes I'd like to use this issue as the main tracking issue to represent the entire epic worth of work to bring the Console documentation up to par with the C# examples.
