PortToDocs tool changing line endings or whitespace and nothing else

I noticed this when porting docs from 10.0 runtime.

Files like xml\Microsoft.Extensions.Configuration\FileConfigurationProvider.xml were updated with only line ending changes.

Start with the PortToDocs tool and reproduce the report using xml\Microsoft.Extensions.Configuration\FileConfigurationProvider.xml while porting documentation from the 10.0 runtime. Compare the generated changes and verify that files with no documentation content changes retain their original line endings and whitespace.
