Add XML documentation for Android.Text.Util

The `Android.Text.Util` namespace contains **85** `To be added` placeholders in source XML documentation (excluding `docs\xml\index.xml`).

首先在 docs\xml 中运行提供的 rg 命令，定位 Android.Text.Util 下的 85 个 `To be added` 占位符，并检查周围的源 XML 文档。为占位符替换为受影响 API 的适当文档，然后重新运行扫描；除 docs\xml\index.xml 外，指定范围内不再有匹配项即表示完成。
