Add XML documentation for Android.Media.TV.Interactive

The `Android.Media.TV.Interactive` namespace contains **293** `To be added` placeholders in source XML documentation (excluding `docs\xml\index.xml`).

Example command:

Start in docs\xml and use the provided rg command to locate the 293 `To be added` placeholders under Android.Media.TV.Interactive, excluding docs\xml\index.xml. Replace the placeholders with XML documentation for the namespace members; the work is done when the targeted scan no longer reports those placeholders.
