klint ij_kotlin_imports_layout is ignored

I pass import layout via userData:

```
This layout is taken from `.editorconfig` generated by Android Studio based on our code style preferences so should be valid since it works in IDE.

Am I doing something wrong or it's broken? If I add `disabled_rules: "import-ordering"` then klint doesn't change imports order so I assume I use `userData` properly.

Reproduce the issue with ktlint 0.41.0 and the supplied userData value, then compare behavior with the import-ordering rule enabled and disabled. The work is done when the configured layout is honored or the supported configuration and limitation are clearly established.
