Docker compose file references database manifest

#### Problem description

Currently the [docker compose file uses the following database image](https://github.com/developmentseed/eoAPI/blob/main/docker-compose.yml#L134):
`image: ghcr.io/stac-utils/pgstac:v0.8.1`

which causes the following error:

```shell
docker compose up
[+] Running 0/1
⠋ database Pulling 0.9s
no matching manifest for linux/arm64/v8 in the manifest list entries
```

Incrementing the image to the following works:
`image: ghcr.io/stac-utils/pgstac:v0.8.2`

#### Expected Output

I would expect that the database image would be available for my architecture.
