Add option to install poetry in python feature

[Poetry](https://python-poetry.org/) is a great dependency management tool for python, and it will be great if we could install it as a feature.

Start by locating the Python feature and its installation options, then read the Poetry documentation linked in the issue to determine the supported installation approach. Done means the Python feature offers an option that installs Poetry and the feature's existing checks or tests pass.
