Start with the exception stack trace, especially ReallyRender, ForceRender, and ProcessOneKey. Try reproducing the reported key sequence in PSReadLine 2.0.0 on the stated PowerShell and Windows environment. Done means the same interaction no longer raises ArgumentOutOfRangeException, but the report provides no reliable reproduction or named source file.
