Support for Apple Silicon

## No arm64 Support

Future Macs may all use the arm64 architecture. Please add support for arm64, thanks!

The latest version of `mssql-cli` is `1.0.0`, but `0.3` is installed:

And there's no `1.0.0` for arm64:

Start by reproducing the reported pip3 install and mssql-cli command failure on macOS arm64, then inspect the published mssql-cli versions and package metadata. Done means a current release is available for Apple Silicon, installs successfully with pip, and provides the mssql-cli executable.
