mo custom display settings at browsers only text at 125% (at windows settings) but this doesn't make a difference if I leave it at default. also changing it to 40% its size to be able to see the bottom since it does not scroll, (problem is it does not scroll no matter the resolution).

Start by reproducing the no-scroll behavior on the website with two 1920x1080 Dell monitors and browser or Windows text scaling at the reported values. Identify the affected page and confirm that its content can be scrolled at the tested resolutions; the issue is done when the bottom of the page is reachable without reducing the display scale.
