## The Ambiguity

v0.5.9 states two different minimums for Ideal State Criteria:

### Says 8:
> OBSERVE phase (line ~95): "Minimum 8 IDEAL STATE Criteria, 8-12 words each"

### Says 4:
> Quality Gate QG1 (line ~98): ">= 4 criteria exist"
> ISC Requirements table (line ~327): "Minimum 4 criteria"
> "Even 'fix a typo' has: file changed, typo gone, no new typos introduced, build passes" (4 criteria)

### Question

Is the canonical minimum **4** (with 8 as guidance for non-trivial tasks) or **8** (always, even for trivial tasks)?

The fix-a-typo example with exactly 4 criteria suggests 4 is the real floor, but the OBSERVE phase text says 8.
