Use `@layer`

Have you considered replacing the wrapping of selectors in `:where()` with wrapping the entire library in the `@layer normalize`?

This would also avoid the specificity affect, but with the same simple selectors.

Start by reading the library's current CSS and locating where selectors are wrapped in :where(). Compare that structure with wrapping the library in @layer normalize, then check the resulting specificity behavior and confirm the chosen approach across the project's existing normalization rules.
