Init Github integration

- Add github creds to config struct
- Add fn for creating an issue
- Add trigger(s) that will call the above function when some condition is met eg:
- watch file path or folder, create issue with file contents when one appears
- watch job status, create issue when status transitions to success or failed

No files, tests, or single trigger are identified. Start by locating the config struct and the entry points for file or job-status monitoring, then determine how integrations are organized. Done requires GitHub credentials in configuration, issue creation support, and an agreed, tested trigger for the selected file or job-status condition.
