Reintroduce parameter identification

Use the more general framework of (fixed time) events with associated conditions (junction) ? (here more like discrete objective, ie generalization of final_cost, junction_cost ?)

Other (simpler ?) possibility: use interpolation to estimate state at measures times ? Need to implement the associated cost anyway...

In both cases, need input for measures. Start with csv as before.
