Clean up how code snippets are managed

We're doing this in `getStaticProps`, but we should delegate that responsibility to CL.

Need to consider accounting for dark/light mode.

Start by locating the getStaticProps implementation that currently manages code snippets and read how CL is involved. Determine the intended delegation boundary, then account for the stated dark/light mode requirement. Done means snippet management is delegated appropriately and both display modes remain supported.
