bot: limit version-range of deps depending on package's environment.yaml

My packages, but I'm sure many others, also use conda to help development, e.g. in CI. Therefore I keep an `environment.yaml` with required dependencies and their version range. Now these dependencies are often wider than what is needed for building/packaging on conda, but the the version range is relevant information. It would be great to have a mechanism to auto-check (and possibly amend) the `meta.yaml` against the version range in the package's `environment.yaml`.

I guess I could write my own GH action and use some parse tool (e.g. https://github.com/tdegeus/conda_envfile ), but I would like to explore other possibilities as well.
