ruby `track_feature` fixes/changes

So we've been incorrectly removing the ruby "rb2X" `track_feature` entries in our repodata patches. These are used to ensure conda does not update ruby since gems depend on the major.minor version.

We have a few options to fix this.

1. Fix the repodata patching.
- This will fix things for conda, but mamba likely won't interpret the fixed repodata correctly.

2. Move the ruby package to self-pin itself using a post-link script (idea from @jaimergp).
- Depending on how conda/mamba CLI flags override things, this may prevent updates unless the pin is removed by hand.

3. Leave it as broken.
- Clear downsides w/ gems but overall keeps the status quo.
