Guidelines for packages that write files to $HOME directory?

In https://github.com/conda-forge/libignition-gazebo-feedstock/issues/31 we are experiencing the problem of some packages that read and write configuration files in the `$HOME` directory, resulting in cross-talking problems between different conda environments and installation of the same software via other package managers such as `apt` . To solve the problem, we were thinking to modify this software to avoid to use `$HOME` to store configuration files, and instead switch to use a prefix-specific directory. However, I was wondering if there is any specific directory inside `$CONDA_PREFIX` that is suggested for this, or there are any guidelines related to tools that read and write files from the `$HOME` directory. I search old issues and the knoledge base (even for related topics such as [XDG Base Directory specification](https://specifications.freedesktop.org/basedir-spec/basedir-spec-latest.html)) but I was not able to find anything, but perhaps I did not searched well enough.
