Infrastructure configuration storage and automated provisioning

It might be nice to have a single place where we can store information on configurations for our various pieces of infrastructure and automatically provision new infrastructure from there. For instance, we could use this to keep track of the webservices config and reprovision the service in case of crash or other catastrophic error. This could be extended to our other bot infrastructure, and potentially further. A potential end goal could be to ship a system that could provision a complete new conda-forge setup from scratch (provided new keys, urls, and such).

One potential approach would be to use terraform or something like it to provide both the structure for the configuration information and the provisioning of infrastructure.
