Track minimal dependency version

This may not be possible, but it would be nice to track the minimal versions of all a package's dependencies. This way we can advise the maintainer if a PR is likely to be safe to merge with the current versions or needs the updates, although it is still the maintainer's responsibility to double check everything (the bot can't fix a broken feedstock).
