bazel_buildozer out of date, can't find feedstock.

### Issue

Hi conda-forge team,

I noticed bazel_buildozer is currently stuck at 6.0.0 while upstream (bazelbuild/buildtools) is on 8.5.1. I’d love to help update and maintain this, but I noticed the bazel_buildozer feedstock appears to be missing.

Could you advise on the best path forward?

~*Locating the Feedstock*: Was the original feedstock archived? If so, can it be resurrected, or should I submit a new recipe to staged-recipes?~

*Consolidation Proposal(?)*: Since both buildifier and buildozer are built from the exact same upstream repo, would you recommend a single consolidated feedstock that publishes both packages? There's an existing [buildifier-feedstock](https://github.com/conda-forge/buildifier-feedstock) which builds from the same upstream.
