Resolve/report compile issues of ROS File Server for ROS Noetic on Windows

**Describe the bug**
When trying to run COMPAS FAB using `conda forge`'s installable ROS on Windows, I bumped into a build error of the ROS File Server, which I was able to workaround but a proper fix should be reported upstream.
Originally reported here https://github.com/RoboStack/ros-noetic/issues/88 but the bug seems to be at the ros console level.

- OS: `Windows 10`
- Python package manager `conda`

**Additional context**
Installed ROS Noetic using conda.
