Can I use command without verb when verbs are declared?

Is it possible to use verbs with options like this:
`app.exe install --name someName --version 1.0.0`
and have command which doesn't use verb and use only value attribute such as:
`app.exe someName stream`
I need to do this for backwards compatibility of my application.

Review how declared verbs, options, and value attributes are parsed, then compare the requested verb-based invocation with the backwards-compatible invocation. Determine whether both forms can be supported without ambiguity and define the expected behavior before identifying the relevant parser tests.
