Sub lists for ordered/ unordered lists not working

Wheny trying to create a ordered list with a sublist it will merge the sublist into the top point
1. List 1
2. List 2
1. sub list 1
2. sub list 2

This will result in a broken list.

Reproduce the issue in the docs app using the ordered list and indented sublist shown in the report, then trace the list-rendering entry point. Done means ordered and unordered sublists remain nested instead of merging into the parent item.
