Save existing flows as template

A user should be able to save an existing competition flow as template, give it a name, save it with an org or their own user.

Locate how existing competition flows are saved in the TypeScript/Next.js application and how GraphQL represents user and organization ownership. Trace the relevant flow and template entry points, then define the naming and ownership behavior before implementing it. Done means a saved flow can be named as a template and associated with either its organization or its user.
