Getting skipped a few times should turn on "auto skipping"

Someone can sit AFK indefinitely and the leader has to manually start each time. You can also run into #26

**Describe the solution you'd like**
After getting skipped "N" times, the "Start Skipping" button should be auto-triggered for the user getting skipped.

**Describe alternatives you've considered**
Leader having more control over who is auto-skipped is also an alternative.

Start by reading issue #26 and tracing the existing "Start Skipping" flow in the JavaScript application. Clarify what value of N means, who controls it, and how the behavior should interact with the leader before locating the relevant client and server entry points; done means repeated skips reliably enable auto-skipping for the affected user.
