Leader was passed to AFK member

**Describe the bug**
The leader left and leader was auto-passed to someone who was afk, essentially killing the room.

**To Reproduce**
Pretty self-explanatory - just need someone who is AFK (and didn't click "Start Skipping"). If people are popping in and out RNG will eventually assign them as leader.

**Expected behavior**
Leader should only be assigned to someone who has a result for the last scramble? Vote elect a leader would be a more error proof system but I assume would be more dev work.
