IDE retrieval takes ~30 seconds or often fails

I'm not able to see a list of IDEs after a pick a workspace. This often happens when a template already has an IDE installed.

I noticed this against `dev.coder.com`.

Start at CoderLocateRemoteProjectStepView.kt:166, where the reported failure is logged, and inspect the IDE retrieval flow and command log around the empty-path deployment error. Reproduce the issue with a workspace whose template already has an IDE installed. Done means the IDE list appears reliably without the roughly 30-second delay or deployment failure.
