dynamic parameters: template refresh guide

Since the template administrators can't fetch data from an HTTP API at workspace build, we need to advise them on best practices for fetching this data, storing it, and reducing drift.

Maybe no in-product changes but advice on template CI/CD pipelines for parameters.
