1. Decide if this should be a static server flag or a runtime configuration - Ask product AND steven for opinions
2. Expose this value to the frontend (somehow) - could be a "Feature" or maybe we get this for free with runtime config?
This flag should be hidden to users and not included in any generated documentation until GA.
